NEA should take a firm position of opposing in words and action any reform that has not been sufficiently supported on empirical or academic foundations. NEA members must demand at a minimum that policies, methods, techniques, or structural changes suggested be properly tested in a smaller scale for experimental purposes. Once the results of the experiment are presented properly to the public, teachers associations will make informed decisions.
