Through existing resources and/or a targeted survey, NEA will compile and make available to members guidelines for best practices and model language for advocating federal and state educational code language relating to special education.  This language can then be used by state and local affiliates in state action for appropriate case workload. 


Without common language and guidelines, districts are free to overcrowd special ed classes, and overload general ed classes with special ed students. These manipulations deny our most vulnerable students a free and appropriate public education. We are all special educators.
